United Nations Development Programme (UNDP) intends to expand ongoing interventions in Mbare, and the project aims to promote hygiene, protect livelihoods through setting up green enterprises for Asher, bio -digester, waste transfer station and material recovery facility and building resilience to future shocks. The project will ensure operationalization of green solutions and that the new markets remain COVID -19 safe markets, have improved hygiene enablers for increased livelihood participation, solid waste management and economic empowerment in the target communities. The project will support the other Mbare markets to be green, COVID -compliant, gender safe and aligned with City of Harare masterplan for market stalls. Oxfam will support establishment of a gender and risk analysis on COVID -19 to assess the impacts on different groups of people at water points to develop and implement mitigation measures for prevention of sexual exploitation and abuse. Oxfam will support coordination and decision making for gender inclusivity at local and national level and mainstreaming Gender Based Violence (GBV) during radio talk shows and loud hailers during hygiene promotion. The Women's Economic Empowerment and Care (WE -Care) program is Oxfam's flagship initiative to increase women's and girls' time and choice to participate in social, economic, and political life by transforming how unpaid care and domestic work (UCDW) is valued, shared, and invested in. WE -Care aims to increase the recognition of UCDW in public policy; reduce heavy and time -consuming UCDW through investments in essential public services and infrastructure; redistribute the responsibility for UCDW more equally between men and women and between households and the state; and ensure that women with care responsibilities are represented in the planning and implementation of budgets and policies that affect their lives. The program works towards a just and inclusive society by recognizing, reducing, redistributing, representing, and rewarding unpaid care and domestic work (UCDW). It envisions a world where women and girls have more choice at every stage of their lives and that the work they do is valued. The program has previously been implemented in the Philippines, Zimbabwe, Ethiopia, Uganda, and Kenya. Launching in September 2023, WE -Care phase 5 will have a strong focus on African women and girls gaining greater autonomy over their lives and time. Enhanced recognition, reduction, redistribution, reward, and representation of their unpaid and paid care and domestic work will increase their ability to live their lives to the fullest and enjoy better social, economic, political, and cultural rights. Despite UCDW being the fuel that runs homes and economies across the globe, it remains invisible and undervalued; little or no investment is made by individuals, governments, or the private sector to address it. In addition, in recent years heavy and unequal unpaid care, and domestic work (UCDW) has been increasingly recognised as a barrier to women's empowerment. The project work in Zimbabwe combines investment in time and labour -saving infrastructure, alongside actions that address social norms which inhibit women and girls and men and boys from redistributing care work at both household and community level, as well as increasing the voice and representation of carers in the recognition of care work as a development and economic issue. Despite these sterling efforts, Government agencies including policy makers and the Private Sector do not perceive, see the provision of care infrastructure as a policy and economic development issue worthy of increased public and private investment. The documentation of the case study will go a long way in outlining the status quo and be a useful tool for advocacy and influencing for increased public and private sector investment in care infrastructure; The research will be grounded in exploring how care infrastructure is understood across civil society groups and government actors. In particular, the research will focus on women's rights organization, women informal workers, and women political and social leaders. People with Disabilities, chronically ill (including those living with HIV&AIDS), vulnerable lactating mothers, child -headed and poor female -headed households will be prioritized based on their vulnerability. Urban Cash Assistance Programme will aim to improve and stabilize food consumption through providing cash assistance to targeted households and/or individuals, enhancing dietary diversity, and reducing negative coping strategies as well as resilience building against future shocks and stressors. The programme seeks to ensure that a greater proportion of the people assisted are women who have the responsibility of feeding their households. The targeted population will be selected based on their increased vulnerability and limited capacities to cope with the effects of recurring droughts, epidemics and economic challenges. Women have been marginalised for a long time and have always had limited opportunities to participate in the economy making them more vulnerable than their male counterparts. People who are living with HIV and AIDS are vulnerable due to increased down time when they are sick (this compounded by poor nutrition and access to adequate food). CTDT and Oxfam will take the work on Farmer Field Schools to scale in two (Mudzi and Uzumba Maramba Pfungwe) of the five districts where the SDHS program was implemented. At least fifteen FFS from the SDHS programme will be consolidated in each of the two districts per year. These will act as learning and knowledge hubs where farmers' especially women will be further trained to develop their skills on agro -ecology, facilitation skills, participatory plant breeding (PPB, PVS, PVD), seed production and marketing. Women -led FFS will create platforms for sharing successful practices, lessons learnt and innovations and take these to scale within and outside their communities. The initial development and trialling of tools will take place in Zimbabwe, in urban communities in Harare that regularly experience cholera and typhoid outbreaks. As part of this initial work, teams will map local stakeholders and identify their roles, investigate indigenous knowledge and coping mechanisms, review climate and epidemiological related data for trends, and work with communities, local authorities and stakeholders to determine early warning signs for cholera and typhoid cases. This initial study will also work with these stakeholders to identify priority actions for mitigating further spread of cases and understand the funding and capacity requirements for enacting these once trigger thresholds have been met. Instead of waiting for a drought to begin, the project will already have drought -tolerant seeds, solar systems, and borehole materials secured. This eliminates the lengthy procurement process that typically bogs down humanitarian responses. The technical assessments on boreholes are equally vital. They ensure that the planned interventions (solarization and rehabilitation) are feasible and effective, allowing the project to rapidly deploy resources to improve water access when needed. Gender Analysis and Safeguarding Training: These activities ensure the project's response is inclusive and protective of the most vulnerable. A gender analysis will identify the specific needs and vulnerabilities of women, men, and children in the context of drought. This information will inform how resources are distributed and how activities are designed to avoid unintended harm. Our experience and expertise in both women's rights work and water provision has developed over many decades, and are now (along with work) the three focus points of the organisation. Women's Rights: Oxfam's vision for women's rights and gender justice is that many more women will gain power over their lives and no longer live in poverty, and that both men and women will challenge inequalities and benefit from less restrictive gender roles. Oxfam is in a unique position to work to realise this vision because of its size, expertise, reputation, commitment and influencing power. Oxfam's more recent work on addressing care as part of a strategy to achieve women's rights, builds on its experience and expertise in poor women's economic empowerment. Women's livelihoods became an explicit priority for Oxfam in the mid -1990s, and since 2008, Oxfam's Gendered Enterprise and Markets (GEM) programme has combined gendered market analysis with household analysis to promote women's leadership and participation in smallholder farmers' enterprises. Oxfam's work on care has developed and strengthened through this work on economic justice but is not limited to it, as addressing care is also essential to personal, social and political empowerment. By 2012, Oxfam's work on care had become a more explicit and focused programme area, and from 2014 has been funded by the Hewlett Foundation, operating in Colombia, Ethiopia, Malawi, Philippines, Uganda and Zimbabwe. Water: Oxfam believes everyone has the right to safe water and sanitation and advocates for the development of pro -poor water management policies. The organisation has over 50 years of experience of delivery of access to safe water through the design and construction of appropriate infrastructure. Women are responsible for the collection of water for household consumption. As such the burden of care in the event of sickness of the family lies heavily with women who are the primary care givers and this also then impacts on their productive time. The project also intends to empower children to be more aware of the importance of drinking water from protected sources as they spent much of the day away from home and may potentially access water from unsafe sources which exposes them to the risk of contracting diarrhoeal diseases. This will be done through WASH and unconditional multi -purpose cash assistance. Oxfam will also support shock chlorination, rehabilitation of communal water points and institutional water systems. Oxfam will identify and train water point committees for every rehabilitated water point for sustainability . Oxfam will raise awareness on safe water and sanitation practices through hygiene promotion initiatives in 10 affected wards of the district to prevent the spread of diseases, awareness raising on Typhoid, Cholera and other diarrhoea diseases will be done as part of hygiene promotion. Oxfam proposes to invest significantly in capacitating community structures on disaster risk management to enhance preparedness, risk reduction and response amongst communities especially on early warning systems and early response. This includes the following; • Construction or repair of sanitation and medical waste infrastructure in 2 health facilities each in Masvingo and Kwekwe districts • Repair/rehabilitation of 42 hand pumps to improve access to safe water in health facilities and communities with high acute malnutrition rates in Masvingo and Kwekwe districts currently not funded by any WASH programme • Conducting Participatory Health and Hygiene Education and awareness in health facilities and communities with high acute malnutrition rates in the 2 districts through Ministry of Health and Child Care (MoHCC) and nutrition implementing partners. This will include training of Environmental Health Technicians (EHTs), Village Health Workers (VHWs) and Community Health Workers (CHWs) supporting community based counselling of caregivers on Infant and Young Child feeding practices and on critical lifesaving WASH messages /hygiene practices. The vouchers will be worth $80 to procure seed and small farm implements. The project will target 1000 households in each district with input vouchers. The farmers will establish common demonstration plots for learning purposes and encouraged to go and practice lessons learnt in their own plots. The small holder farmers will be trained on good agricultural practices for improved crop productivity and food self reliance from own production. Drawing on complementary areas of expertise, the intervention will be implemented through a partnership between World Food Programme (WFP) and Oxfam. The project will support a total of 59565 beneficiaries in each month from January to March 2018 in the 2 districts. The project is planned to be delivered through cash -based transfers, based on comprehensive market assessments, enabling people to purchase food and other items through local markets. This will not only enable vulnerable communities' access to food, but will also improve the market systems contributing to the overall development of the targeted areas. The project, through government partners, will raise awareness aimed at resilience building to the underlying drivers of food and nutrition insecurity. The awareness will cover topics on enterprise development, village savings and lending, good crop and livestock production practices, water and sanitation, nutrition, gender, child protection and inclusion of the disabled and marginalised groups. The project also aims at ensuring that affected polulations have access to safe sanitation that is culturally appropriate within the treatment centres through rehabilitation of toilet blocks at public markets and health centres, provision of mobile latrines at treatment centres and desludging services. The project will strive to share adequate information on cholera prevention and treatment through the establishment of community health clubs, provision of hygiene enabling materials and mass awareness sessions. Oxfam will also work with school children living in high risk areas for information dissemination on cholera prevention and treatment through the establishment of school health clubs and provision of handwashing equipment. Oxfam intends to provide Non Food Items (NFIs) to 13,500 households which include jerrycans, soap, aqua tablets, sanitary pads for the affected communities. This will help to prevent waterborne diseases because safe drinking water sources were destroyed and are no longer safe for drinking. Sanitary wear for women will also be considered as they are among the most affected group. 2. Oxfam will conduct hygiene promotion activities in the affected communities, to ensure survivors maintain good hygiene practices. Information Education and Communication (IEC) materials will be distributed among the communities for reference purposes. 3. Oxfam will establish hand washing stations in communities and schools as well as, strengthen health club activities through continued engagement with school health teachers in the affected areas for sharing of information and supporting strategies for children engagement on safe water, sanitation and hygiene practices. Oxfam will support school health teachers in ensuring equal representation and participation by both boys and girls in the health sessions to raise their understanding of good water, sanitation and hygiene practices. Discussion sessions, poetry and board games as well as school health club competitions will be promoted in affected areas. 4. Emergency latrines will be constructed to prevent spread of diseases and some subsidies to cushion the affected communities in this regard will be provided. 5. Oxfam and Harare Water will conduct technical assessments which will inform rehabilitation of 38 water points and 4 solar piped water schemes in Harare Metro, in densely populated suburbs . Water quality assessment shall be conducted on the target water points to determine the fitness of the water for human consumption, prior to rehabilitation. To ensure sustainability of the water points, Oxfam shall train water point committees on the Community Based Management (CBM) concept for the management of the water points. The project shall also upgrade 4 solar powered water schemes with a water kiosk to promote the operations and maintenance of the system. Water Sanitation and Hygiene (WASH) Rapid Response Team (RRT) intervention through hygiene awareness and contact tracing to suspected cases. The intervention shall also distribute Non -Food Items (NFI) to vulnerable households. The project is now building resilience through the building back better concept through support of various WASH infrastructure that are stronger and through intensive community engagement. Oxfam will support Water Sanitation and Hygiene (WASH) activities in affected areas through the restoration of boreholes, piped water schemes, protection of springs, and other ancillary infrastructure using build back better principles where appropriate. Communities will be actively involved and supported in the rehabilitation process with capacity building for community -based management systems for operation and maintenance and drinking water safety and security planning. Intensive health and hygiene behaviour change program shall be conducted to positively change the mindset of communities on issues of proper handwashing, sanitation ladder, water ladder among others.
