The program directly addresses the barriers that are hindering access to Sexual and Reproductive Health and Rights (SRHR) for adolescent girls and young women in program communities – particularly harmful social norms, traditional practices and taboos regarding sexuality; lack of adequate information on Sexual and Reproductive Health (SRH) services; and lack of decision -making power by women regarding their health and sexuality. To this end, the project team will advocate for policy and legislation from the Ministry of Mines and the legislature. Oxfam Zambia will also support civil society analysis of EITI reconciliation reports and company payment disclosures and help capacitate Civil Society Organisations (CSOs) and media groups to better use this information in advocacy efforts. The project team will also advocate for the inclusion of beneficial ownership requirements in national legislation. The project will also undertake activities to follow -up from past research studies conducted regarding taxation, transfer mispricing and bilateral investment treaties and will also include targeted corporate campaigning based on the results of these studies. • Engage the Ministry of Mines and various relevant Parliamentary committees to encourage the adoption of the proposed revenue sharing mechanism guidelines. Alongside these efforts, the project team will also help progress the Kulinganiza (EiU) campaign with partner organizations through a focus on mineral revenue sharing mechanism as a tool to decrease inequality. Oxfam Zambia will also undertake training of local government officials on the topic of mineral revenue sharing as well as train local Natural Resource Watch Groups and Ward Development Committees on revenue tracking. The project is underpinned by the values of fiscal justice and accountability and advances the need for progressive taxation and will therefore build on the Extractive Industries Transparency Initiatives (EITI) work leading to increased transparency and accountability for extractive resources. At a policy level, it is expected that laws and policies will be enacted that support a Mineral Revenue Sharing Mechanism (MRSM) to ensure beneficiation and equity in allocation of revenue from the sector. Mineral revenue is managed at the national level and allocated according to the national government's priorities, meaning that poor and marginalised groups, particularly women, are often excluded from involvement in discussions regarding these allocations. Consultations conducted by the Zambia Extractive Industry Alliance in August 2012 suggest that living standards and vulnerability among mineral rich communities has deteriorated. Media engagement/Public engagement These three identified areas of focus are aligned to the country strategy where we seek to build a critical voice on issues of accountability through active citizens, and creating spaces for engagement through multi - stakeholder platforms, and using these spaces to generate advocacy actions and messages that will ultimately be used to influence policy actions by government that are pro -poor and responsive to the needs of the communities and citizens at large. These needs, amongst many, include provision of quality social services, accountability in the allocation and use of public resources, gender mainstreaming and a focus on gender responsive budgeting, increased investment in key sectors like education, health and agriculture and improved governance systems that place citizens at the centre. To achieve this, Oxfam has had to transition itself to being a ‘convening' organisation and using these competencies to draw in the various Civil Society Organisation's (CSO's), Community Based Organisation's (CBO's), local government departments, private sector and the communities who are the main beneficiaries of our work in the country programme into the pro -poor and development discourse. To achieve impact, Oxfam has also had to develop strategic alliances and partnerships, and work through networks and coalitions to amplify the voice, widen the reach and impact as well as use the competencies within these partnerships to generate evidence for advocacy. Other strategies include the adoption of the ‘one programme approach' which intends to ensure that a strong correlation is created within the four programme teams and develop a common approach and vision towards meeting the strategic goal as defined on the Zambia Country Strategy. The program directly addresses the barriers that are hindering access to Sexual and Reproductive Health and Rights (SRHR) for adolescent girls and young women in program communities – particularly harmful social norms, traditional practices and taboos regarding sexuality; lack of adequate information on Sexual and Reproductive Health (SRH) services; and lack of decision -making power by women regarding their health and sexuality. Undertake desk review and context analysis of selected key national and sector level gender policies, plans and strategies 2. Conduct value -chain mapping and analyses in terms of the supported commodities by Enhanced Smallholder Agribusiness Promotion Programme (E -SAPP) to establish or confirm women's and men's roles, level of participation by gender along the value -chain, as well as the needs and interests of women and men to support empowerment of women and promote gender equality 3. Identify and map opportunities, challenges and risks for women's involvement in the Programme's interventions as part of the broader business case for working with women in supported commodity value -chains in terms of their value and contribution 4. Clarify and elaborate the E -SAPP's gender goal and objectives and ensure alignment to the overall Programme goal and development objective (PDO) 5. Clarify and elaborate the E -SAPP's gender mainstreaming strategy. The strategy should i) make reference to the women's and men's concerns (needs and interests) through -out the interventions process and ii) specify activities aimed at empowering women 6. Elaborate a measurement system for assessing gender mainstreaming and women empowerment, to be incorporated into the E -SAPP Operational Results Management Systems (ORMS) 7. In consultation with Programme Coordination Office (PCO) and key stakeholders, formulate gender sensitive indicators and set realistic targets at output, outcome and impact level for tracking and measuring progress of gender equality and women empowerment 8.
