Unlike the  previous projects, this project aims  to raise awareness about DV in the new areas of intervention, intergrate action   where  this work has been for over two years and  lobby  the Ministry of Gender to develope a policy to guide  implementation of the new law that was signed in April 2010.   Targets districts  will incude;  sub -ounties in Bundibugyo, Kasese, Kotido, Kaboong, and Mukono. The   Project  aims to lobby the government of Uganda to ratify  and domesticate the Africa Protocal on Women's Rights without harmful reservations  by mobilising the  public  to create awareness and  generate support for realising rights contained in the Protocol. This will increase women's participation in political decision making, improve access to health, education and  other key productive resources and  protect women against gender based violence. South Sudan, Myanmar, CAR, Lebanon, Tanzania, Philippines, Haiti, Uganda etc). Quantitative and qualitative data on usage will be collected through user surveys (potentially using digital tools), FGDs and key informant interviews including separate sessions with women and girls. Oxfam field teams regularly carry out field studies disaggregated by gender, age and other relevant factors, and take into account different types of latrines from blocks to single/multi household. They will capture the experience &amp; perspectives of different sanitation users with a specific, but not exclusive, focus on women and girls. Field teams will be consulted to ensure tools are appropriate and feasible, and to address variables which might impact on results. Data will be disaggregated by age, gender, ethnicity, disability and LGBTIQ factors as far as possible.  (2)  Field Testing of different handheld lighting devices in 3 camps (1 unlit, 1 partially, 1 WASH unit only). Ethical considerations prohibit us from contriving a situation where risks of Gender Based Violence (GBV)/abuse is likely to increase so we will identify sites where there is no, or only partial lighting to test additional solutions. Each option will be fully risk -assessed and carefully monitored. Various devices will be trialled in camps where there is no lighting at all or where there is partial lighting/latrine only lighting. In order to ensure consistency, this may be within the same camp or country, where camps/sections of camp are lit where others are not. Despite its very complex theme and context, in just 10 months of implementation this earlier project achieved some notable results including:  building  the capacity of district and local women's organisations on effective advocacy; training  women councillors, traditional leaders and journalists on gender and women's rights and engaging with women judges and over 2,300 community members in discussions about women's rights.  In the proposed project we aim to further these initial gains to achieve 2 main outcomes:   1) The Maputo Protocol and other regional declarations on women's rights are increasingly applied by national government and traditional justice mechanisms 2) Women's political leadership in northern Uganda is fostered to address women's land rights and violence against women and girls  Working with a local partner Uganda Women's Network (UWONET), these outcomes will be achieved by, on the one hand, supporting women leaders to influence policy makers on women's rights issues using the skills and knowledge generated, and on the other, by continued dialogue with religious and cultural leaders, the justice system, local community members and other key actors on women's land rights and violence against women and girls. The objective of the Oxfam Democratic Republic of Congo (DRC) refugee response is to save lives, reduce suffering, promote human dignity and enhance resilience of the refugees (female and male) and host community members in Kyaka II in south west Uganda.
