Obstacles between markets can be removed, and all actors in the value chain become involved in systemic market changes. Farmer associations and business hubs will be used to improve farmer's position in the market. Women will be supported to have stronger stances and capacities in the market. Preliminary survey (to be implemented by Oxfam) A preliminary survey, using mobile technology (mobile phone) will be carried out in Mbogwe District to assess people's knowledge of and participation in OGP and open government. The survey will be carried out by animators in Mbogwe. It will further identify citizens' open government priorities in terms of what information is important to them, how they can access it and how local government can best be made transparent. The preliminary survey will also test the use of digital technology on how citizens use mobile phones in accessing governance information and feedbacks. To assess among other things • Adherence by village government to open government principles (eg holding of village assemblies • Community participation in planning, decision making and monitoring of development activities in particular related to social services • The involvement of women and young people in the above • Knowledge of village budget, land transactions, relationships with investors etc of local people • Participation of women and young people in development of local budget • Knowledge of and access to the 5% fund for women and young people of the district council Actions a) Hiring of IT expert. Oxfam is considering working with Human Network International (HNI). The HNI is focusing on the promotion of mobile technology for development. Through a range of bespoke digital products, for example the provision of basic smart phones, a specifically designed App that will enable simple, quick and real time reporting on the work of community animators whilst also acting as a resource centre for human rights related materials, real time data analytics and digital campaigning platforms, Community Animators will have a range of powerful research, monitoring, e -Government, communications and advocacy tools at their disposal. Through this Project, Community Animators will also be connected to a Data Center in Dar es Salaam that will provide ongoing technical support and real -time data analysis to enable coordinated, more effective advocacy action, link community issues to a national reform agenda and facilitate state of the art monitoring of project implementation. The digital platform will then enable linking of community driven advocacy to the broader national reform agenda. The integration of the digital component will facilitate more timely and effective interaction between citizens, Civil Society Organisations (CSOs) and duty bearers and enable information on relevant policies to be disseminated quickly, enable citizens to provide feedback on government services and facilitate innovative advocacy and campaigns. The project will be implemented in 4 regions (Mtwara, Arusha, Kigoma and Shinyanga) in the districts of Mbogwe, Kasulu, Ngorongoro and Mtwara rural). The total of 200 Animators who are based in the mentioned regions will be reached directly. To do so, we propose to identify NUS crops that have both market potential and can contribute to nutritional outcomes and partner with organizations across the private, public, and civil society sectors to raise the profile of these crops to enhance market demand. The objectives of the research are: 1. Review the evidence to theorize the causal mechanisms through which NUS crops stay in/fall out of use. 2. Work with producers and other market stakeholders, who use or have used NUS crops, to understand the constraints they face in sustaining cultivation or markets for these crops and deepen understanding of the causal mechanisms. 3. Document the factors that influence consumers' willingness to consume NUS crops and the potential benefits that market niches for NUS crops can have for smallholders 4. Experiment with and test strategies related to public awareness and marketing campaigns in organizations from across the public, private, and civil society sectors to encourage consumption of NUS crops (for future implementation at scale). This will leverage Oxfam's Chakua Hatua community driven governance reform model but enable increased scale and impact by the use of digital technology. Citizens will be empowered to take action, address locally relevant issues and provide technical support to ensure local advocacy is evidence based and effectively implemented. R2: Dialogue – Citizens, civil society organisations, networks and coalitions actively engage and create increased space for dialogue with government. Oxfam believes that strengthening citizen voice on its own is insufficient to achieve meaningful governance and human rights reform. Rather, space for dialogue and participation must be created whereby information can be shared, communication can flow and trust can be built. Accordingly, Oxfam prioritises a convening and brokering approach that increases dialogue and strengthens citizen -state interaction. R3: Accountability – Government duty bearers are more receptive, responsive and take action to meet citizen demands on governance and human rights. Raising citizen voice and increasing participation on its own does not translate into meaningful results. Translating these initiatives into improved governance and accountability is the end project objective and critical to ensuring concrete development improvements for target communities, and Tanzania more broadly. The project will employ a range of digitally powered innovative approaches to ensure this is achieved. The main objective is to improve gender equity and sustainable income for smallholder farmers throughout the sisal and rice value chain in 6 districts in Tanzania. The implementation of the project in phase I and II (whose details can be seen in PIP 00443, TANB 31) established a strong business model for small holder' access to profitable markets to enable marginalized women to increase income and improve their livelihood through collaboration with the 6 districts. Phase II provides an opportunity to transform market associations formed during phase 1 into profitable enterprises, strengthen their capacity to engage on issues related to governance, negotiate favourable contracts with the private and financial sectors and strengthen women's leadership and gender equity. Drought resistant crops and climate change innovations will be scaled up to address low levels of production affected by drought in phase I. The project phase I and II focused on building strong foundation to influence the local and central government. The Phase III of the project will focus on amplifying the models developed in phase I and II and strengthen the coordination and linkage at regional and national levels using the already established relationship with key stakeholders at the regional and national level. Equally, the project will improve institutional innovation for the market association to add value to their products through strategic leveraging of financial resources from public and private sector. This project will also enable women to make use of simple, improved agricultural technologies on field operations.
