Being located near the capital city, Rudaki district does not attract donors' and programmes' attention compared to fully rural/or alternatively fully urban regions. However the district needs substantial improvement of its Water Supply and Sanitation (WSS) systems. Tajikistan Water Supply and Sanitation (TajWSS) project has been working in Rudaki since 2012. The Water Trust Fund is already established in Rudaki and functioning. The Community -Drivien Water Supply and Sanitation (CoDWSS) project will co -finance part of the WSS systems already selected by the Board. Contributions to the Water Trust Fund (WTF) are coming from Tajikistan (Government and population) and Social Development Centre (SDC). District 2: Ayni, Sughd Region. Ayni District in northern Tajikistan (Zeravshan Valley) is, like the rest of the country, 97% mountainous. Ayni is part of the Zeravshan river basin, where the Rural Development Programme planned by the European Union (EU) will be implemented from October 2015. The CoDWSS project aims to leverage impact with additional resources allocated from the EU from 2015 to 2017. The WTF will be proposed as an efficient, empowering and transparent tool for the improvement of the Water Sanitation and Hygiene (WASH) sector in Tajikistan. The project includes capacity building, small -scale infrastructure building, and awareness raising / facilitation actions: the project will first facilitate rural communities and stakeholders' cooperation for planning and development of water and sanitation infrastructures. Oxfam's activities within the Rural Development Programme will comprise three interlinked components: a) Governance component (focusing on processes), aiming at settings in place and motion effective, inclusive, transparent and streamlined processes & mechanisms ( including Water Trust funds (WTF) and water safety plans) at district level for need based selection, development ( planning & investment; operation and maintenance ( regulation) of WSS systems b) Infrastructure component focusing on "products", with the effective rehabilitation/construction of WSS facilities; c) Rights component focusing on "participation" aiming at improved multi - stakeholder cooperation and transparency, and increased participation of rights holders in the governance of WSS services. At village level Drinking Water User Associations (DWUA) will be established by CBOs. Also, at district level will be established Water Trust Funds. The aim of the WTF is to establish a mechanism to promote increased investment and sustainability and improve good governance and coordination between stakeholders at district level). In order to maximize the impact on population's health, all school and health centers in the targeted villages will have their sanitation facilities improved with a goal to meet basic sanitation standards. A comprehensive hygiene promotion campaign carried out with the district offices of the MoH will complete the WSS component. The project objectives are creating jobs and increasing income of disadvantaged people through promotion of agriculture value chains in rural Tajikistan. It project focuses on selected agricultural value chains with the aim of increasing competitiveness of micro, small and medium enterprises in these value chains. The programme strives at inclusive value chain development, using economic potential for private sector growth but including small holder, resource poor farmers at the same time. On the one hand TRIGGER works with lead companies supporting them to develop, introduce or adapt inclusive business models in which small holder farmers are included on the supply side as distributors, suppliers or employees. Inclusive business models are supposed to increase the economic performance of the lead company and to have a positive impact on small -holder farmers. The underlying profit orientation makes it easier for lead companies to adopt such business models and ensures longer term financial sustainability. On the other hand TRIGGER works with small holder farmers and supports formation of Producer Groups for two reasons: One reason is that in general small holder farmers individually have weak access to inputs supply, agriculture machinery, extension services and markets; therefore group formation and resulting economies of scale are key to value chain integration. Another reason is that the integration of individual small producers into inclusive business models presents great challenges. Alongside the work with businesses in the selected value chains, TRIGGER also tackles business environment issues affecting the value chains and supports improvement of business development services relevant for the value chains. The main problem is how to build a business model that will lay the foundation for a sanitation market system and catalyse the sales of affordable, sustainable and culturally acceptable sanitation products for households in rural and peri -urban areas. Many poor households not only lack income, but also the preferences for demanding access to quality water and sanitation services, often resulting in low rates of maintenance and self -financing even in those cases where donors have provided initial capital for infrastructure; these supply side focused initiatives will not generate sustained long term impact on Water Sanitation and Hygiene (WASH) and therefore potentially result in the return of negative coping mechanisms and the very problems we initially intended to resolve. A business model will be built around a ‘sanitation marketing' method that applies social and commercial approaches to scale up the supply and demand for improved sanitation facilities. Oxfam aims to build a business model that will benefit 10,000 people (of these, 51% women) in 2,000 households -particularly women and children -in three villages of Rudaki district with improved and equitable access to quality sanitation facilities and services by 2020, resulting in better health conditions and well -being.
