The over -whelming majority reside in ruined houses, while 4,250 remain in the Jibreen collective shelter. While Internally Displaced Persons (IDPs) are still moving in search of more permanent arrangements, the vast majority have settled in various towns in the western Aleppo countryside. As east Aleppo neighbourhoods become increasingly accessible, more IDP families are expected to return to their ruined homes. Currently in Aleppo City, the UN and humanitarian partners have accessed nearly all areas of east Aleppo, to assess the situation of the affected civilians and to provide a response to their needs. Needs assessment findings for WASH indicate that approximately 600,000 people are still deprived of regular access to water and sanitation. Damaged infrastructure and substantial limitations on movement have rendered many communities without access to safe drinking water or proper supplies to maintain personal hygiene, which risks a resurgence of communicable diseases. Women as head of households and children are considered among the most vulnerable. Additionally, the conflict has led to decreased availability of hygiene items in many areas, thereby preventing Syrians from employing typical hygiene practices. These concerns are particularly acute for IDPs in informal settlements and collective centres where conditions increase the risk of diarrhoea and infectious diseases. It is focusing especially upon Hanano, Old City, Khaldyah, Sheikh Maqsoud, Ashrafieh, Salah al Dien, Seif al Dwala and Alhamdanya. Oxfam's current response in these districts supports a range of beneficiary groups including Internally Displaced Person's (IDP's), IDPs who are returning home, and those who remained and have not been displaced. Amongst those populations focus is maintained on women headed households, households with disabled members, and families of those wounded or with detainees. However, Oxfam commits to target locations as per WASH and Shelter Sector guidelines and recommendations given the dynamic changes due to conflict on ground. Oxfam will conduct a WASH needs assessment, analysing risk behaviours, hardware needs and community capacity to manage projects in the prioritised locations. Again this will include the identification of vulnerable groups such as women and girls and people with disabilities. Oxfam intends to rehabilitate household shelters moderate and slightly damaged apartments for 1750 beneficiaries housing the most in need; providing winterization assistance and shelter rehabilitation (construction, finishing, electrical, water and sanitation, maintenance works, and building shared component), with support to beneficiaries to operate and maintain the provided hardware and reduce their risk of WASH related disease. Water supply systems in country have suffered damage as a result of war and deliberate destruction. Wear and tear have also left certain parts in dire need of upgrade, however as a result of sanctions imposed on the country, it is difficult to get spare parts and regular Operation and Maintenance (O&M) materials. This activity will be the priority when feasible. This is the most effective and neutral method to provide water to a large number of people on both sides of the front line. It also alleviates the burden on women, and associated protection risks in having to venture outside to collect water. - Rapid response to ensure increased access to water for sudden onset emergencies In case of a rapid influx of population, through displacement or water cuts, Oxfam will coordinate with WASH sector actors and start water trucking in areas where there is no other alternative source of water available and there is a clear exit strategy. - Rehabilitation and/or installation of at least two sanitation systems/ units for vulnerable displaced women, men, boys and girls. Users of the facilities will be supported to manage and maintain them. Since the start of the crisis, the provision of water has been prioritised over sanitation by humanitarian actors. In many areas, there is dire need for the O&M of the sanitation networks which have suffered extensive damage as a result of the crisis. Moreover, in collective shelters and unfinished buildings, Oxfam staff have observed that sanitation facilities are not connected to the main sewerage lines, whereby grey water is being collected in the basement of these unfinished buildings. - Build capacity of selected Community Resource Persons (CRPs) to facilitate WaSH management in their communities. Oxfam will begin by collecting data from local partners and focal points in order to design a more targeted response for public health promotion. Oxfam recently conducted needs assessment in September 2016 in four towns namely; Kfaram, Fahel, Rabah and Al Merraneh. The estimated population of these four towns is about 32,500 including estimated 9,000 Internally Displaced Persons (IDPs). About 50% of the population is women and 30 – 40% is under 18 years old as per local key informant. Furthermore, often women and children are mobilised to collect water, which not only keeps children away from education but also implies potential risks to women and children. To address this, Oxfam proposes activities to rehabilitate the water pumping station currently out of order in Al Mayadin. The rehabilitation of the water pumping station in Al Mayadin will be upgraded from its current condition to ensure access to an efficient amount of water to be pumped to the villages in Al Mayadin. This includes rehabilitation of the primary and secondary water pumping station. The works will be conducted through a contractor which will include provision and installation of the horizontal pumps with electrical and mechanical accessories needed, in addition to the rehabilitation of the sand filters and the provision and installation of generators with control panels. Pre -conflict, two thirds of the population of the governorate were dependent on rural livelihoods i.e. on agriculture, itself dependent on the Euphrates river for irrigation. During the armed conflict, many farmers fled. In addition to destruction and decay caused by war, the region is suffering from the impact of climate change. As a result of war, loss of and damage to assets, including irrigation equipment and lands is preventing (returnee) farmers from re -initiating their livelihood practices. This will be achieved through three inter -linked work streams: 1. Food assistance through distribution of unconditional cash transfers to the most vulnerable households. Oxfam will provide two rounds of unconditional cash transfers (100,000 SYP per tranche) to 911 HHs, at least 30% of which will be headed by females. This will benefit a total of 6,377 individuals (based on average 7 family size) in acute need. 2. Rehabilitation of critical agriculture infrastructure through cash for work. This project is designed to combine provision of cash assistance with the restoration of essential productive infrastructure, by using the Cash for Work modality to rehabilitate agricultural irrigation channels. This will include rehabilitation and maintenance of irrigation equipment's (irrigation pump, generators etc) through service providers and light rehabilitation work (cleaning and de -silting of irrigation canals through cash for work activities. Additional CfW activities will be developed for people who are not able or willing to carry out the physically demanding rehabilitation work, including pregnant and lactating women, people with disabilities and older people. Activities will be designed in conjunction with these stakeholders in the first few months of project implementation. This will provide immediate income generating activities to cash for work participants, and also by enabling farmers to restart their businesses. 50 households will be engaged in cash for work activity, each household will receive 20 days' work (100,000 per each household – slightly better off households that are interested in labour) to meet their basic food needs. Multi -purpose cash assistance to most vulnerable Households (HHs) in water crisis affected rural areas of Deir ez Zor. Oxfam will provide 6 rounds of unconditional multipurpose cash transfers (211,000 SYP/ 84.4 USD per tranche) to 375 HHs (2,625 individuals) in Khasham community, at least 30% of which will be Female Headed Households (FHHs). This contributes to Food Security and Agriculture (FSA) Objective 1 of Humanitarian Response Plan (HRP) 2021. Post -distribution surveys from Oxfam's previous cash distributions indicate that most of recipients use cash to buy food and medicines. 2. Rehabilitation and immediate response to mitigate the impact of Euphrates river lowering Oxfam will focus on cleaning, spot rehabilitation and strengthening the existing capacity of irrigation system for water intake. Oxfam will also introduce resilience techniques while implementing emergency activities so that communities are prepared for any drought cycle.150,000 persons will benefit from this intervention in all villages of Deir ez Zor & Al Mayadin districts. Immediate spot rehabilitation of drinking water supply system to mitigate the impact of Euphrates river lowering and improve the access of water Oxfam will supply and install 3 raw water pumping sets size 80 m3/h flow and of 60m head each, at Marrat pumping station site connecting to Mazloom pumping station to restore its pumping capacity to the station. Oxfam will distribute 2,500 Family Hygiene Kits (FHK). Firstly, Oxfam will support 300 households (2,100 individuals, which at least 30% from female headed households) to meet their acute food needs, reduce their vulnerabilities to abuse/exploitation and help them avoid resorting to negative coping strategies, through cash for food. Secondly, irrigation water systems will be restored to sustain wheat production. This will be achieved through the rehabilitation and maintenance of 2 irrigation pumping systems (Bateen and Tabni irrigation sites) through service providers and the light rehabilitation work (cleaning and de -silting) of at least 8 KMs of irrigation canals through Cash for Work (CfW) activities. These two interventions will benefit 1,079 smallholder farmers (7,553 people and increase productivity of 3,300 Dunums (equivalent to 330 Hectares) of agricultural land in Maadan and Qasabi communities. Moreover 50 vulnerable households will also be supported through CfW, (striving to reach at least 30% women). Oxfam will conduct mass media health education campaigns focused on hygiene practices (handwashing, sanitation, water storage, food handling) in communities and education facilities. The IEC material will be the one that is agreed by MoH, WHO, and the sector to share one message. Oxfam will use a multi -channel approach to promote the campaign including billboards, banners, sessions, social media, etc. Oxfam will capacitate the already formed community -based volunteers to promote AWD/Cholera -related sessions to their local community along with supporting/guiding them in preparing Salt Sugar Solutions (SSS)/ORS and its use along with referral to health centers/CTC in case of AWD/Cholera. Oxfam will also conduct orientation and awareness sessions for staff, partners, CBVs, community, schools, and health centers. Oxfam will look at the possible gaps on this and who is responding to these needs. • Hygiene kits including jerry cans for water storage in Internally Displaced Person (IDP) camps – to distribute as soon as possible via Syria Society Social Development (SSSD) as our existing partner and/or with our Fragile States Programmes (FSPs). Altogether conduct assessment while doing distribution to determine further needs, government and humanitarian actors' plans. • In case water networks are disrupted/affected by the collapsed buildings, leakage will likely affect the water pressure. Possible water trucking may be needed to ensure safe chlorinated water as measures against cholera. As there has not been any comprehensive work on inclusion in the country programmes, the proposal aims to set the base for working more on inclusion by: 1. Increasing the understanding of how communities and historically under -represented groups in Syria define and understand inclusion/exclusion; and 2. Increasing the understanding within the staff members and gain practical tools to work better on inclusion in Oxfam's programmes. We propose two areas of work: 1. The project will reach approximately 63,800 direct beneficiaries from WASH interventions, contributing to sub - objective 2 of the SHF SA1 2023 Allocation Strategy. The targeted locations fall under the inter -sector severity score (3 and 4) and winter severity index (3 and 4). The proposed interventions are informed by Oxfam through primary multi -sectoral Rapid Needs Assessment (RNA) conducted by Oxfam between the 24th – 26th of September in five communities through Key Informants Interviews (KIIs) with Local Water Establishment (LWE), DAWSSA, Mukhtar among others. Findings from the RNA were triangulated with secondary information, coordination and consultations with the respective WASH Sub -national Coordinator, International/Non Governmental Organisations (I/NGOs), as well as with the Local Water Establishment (LWE), DAWSSA and Head of Municipality's Sewage department. Under Outcome 1, Oxfam will mitigate the impact of harsh winter conditions by improving water access for 54,500 people through borehole rehabilitation, solarization, network upgrades, and provision of Operation and Maintenance (O&M) materials reducing costs of WASH services for House Hold (HH) (Output 1.1); and by rehabilitating sewage connections for 9,300 individuals to prevent water contamination and environmental damage caused by sewage network failures (Output 1.2). Additionally, a major rehabilitation of the pumping station in Bahlwlieh Rastin (Phases 1 and 2) is proposed. Operational and maintenance support for water systems in both Latakia and Tartous is targeting 50,000 beneficiaries. To improve water storage at the household level, the distribution of 1,000 water tanks is planned in Jableh, Bahloleyh, and Haffeh, expected to reach 5,000 individuals. In support of infection prevention and control (IPC) in healthcare settings, four hospitals across the coastal area (including the national hospital in Jableh, and facilities in Qerdaha and Haffeh) will receive hygiene items, cleaning materials, and Personal Protective Equipment (PPEs). Family hygiene kits will be distributed to 3,000 households in Bahloleyh, Haffeh, Jableh, and Latakia, benefiting 15,000 people Further distributions include 2,000 menstrual hygiene management (MHM) kits for women and girls, and 500 hygiene kits tailored for people with special needs (PSNs), including the elderly and individuals with incontinence. These distributions will take place in the same WASH -targeted locations. Within the Protection sector, individual protection assistance will be provided to 200 cases across all locations. In addition, 500 kits will be distributed to pregnant and lactating women (PLW), particularly in Jableh and Beit Yashout.. Case management, psychosocial support (PSS), and protection awareness activities are also planned, expected to benefit 5,000 individuals, although this remains unfunded. The response plans provide integrated Water Sanitation and Hygiene (WASH), protection, and Emergency Food Security and Vulnerable Livelihood (EFSVL) services to help save lives and restore peace to the affected areas. Under this project, Oxfam response will be focused on providing protection services to the most affected individuals. As it will provide individual protection, distribute dignity kits, kits for Pregnant and Lactating Women (PLW), and psychosocial support services. This project will provide services to a total of 4,458 individuals of the affected population, including Internally Displaced Persons (IDPs), returnees, and host communities. At least 80% of the beneficiaries are women and girls of which 1600 will benefit from dignity and PLW kits. Number of direct beneficiaries IDPs, Host Communities, Communities affected by the violence (Women, girls, men, and boys). This project will benefit 4,458 individuals, of which 80% are expected to be women and girls and 20% are men and boys. As of now, the electrical substation transformer of Ra's al -Basit is damaged and burned. This substation provides electricity to several water pumping stations. So far, 4 water pumping stations have been damaged. However, there is no official report quantifying the total infrastructure damage, which limits precise planning.
