Being cash transfers, Oxfam will implement this project directly with community members. The Emergency Food Security and Vulnerable Livelihoods (EFSVL) Advisor and Officer will be closely supported by members of the Monitoring Evaluation and Accountability and Learning (MEAL) team (all based in the country programme in Somaliland) through the project cycle. Food and water are among the topmost priority needs of affected population. While shelter and protection also remain our area of concern. With current available resources we prioritize food and water for life -saving assistance with protection mainstreaming approach while we further continue our efforts to mobilize resources for other needs like shelter/Non Food Items (NFIs). We proposed to target most vulnerable 1,253 households (7,518 people, 35 percent of total displaced in the target 7 locations) in need of food assistance with cash transfer modality using our existing mobile money transfer system in place. Following the latest Joint Markets and Supply Chain Update led by World Food Programme (WFP) dated 21 to 28 January 2023, we conducted a quick check with key informants and identified that market in the proposed seven locations is accessible and functional. Under the umbrella of Cash Working Group and in -line with our commitment to harmonize cash -based assistance in the country, we propose to adopt the food assistance cash transfer value of USD 90 (72.62 GBP) per household per month in this response. Proposed target 1,253 households to receive 180 USD (145.25 GBP) each as a food assistance for two months in one go. The proposed assistance is based on nationally agreed standards and guidelines at WASH and Protection Cluster and Cash Working Group level.
