This is particularly the case in relation to women and youth, noting that existing employment opportunities are highly inequitable. Despite multiple challenges, the occupied Palestinian territory (oPt) has the potential to establish a vibrant and profitable agricultural sector. Furthermore, farmers and the Rafah Wastewater Treatment Plant (WWTP) operational team will be trained on safe and sustainable approaches for the treatment and reuse of wastewater. Oxfam and PARC will also aim to increase farmer's knowledge and awareness, as well as that of local communities, on wastewater reuse, in order to increase their acceptance and willingness to use treated wastewater for productive purposes. In Gaza, the ongoing Israeli blockade has severely restricted air, land, and sea access for both goods and the movement of people from the Gaza Strip and has enhanced the geo -political separation between Gaza and the rest of Palestine, and reinforced through the lack of engagement by the international community with authorities in Gaza. In 2014, Gaza experienced mass destruction as a result of the Israeli war, which severely damaged infrastructure and livelihoods, resulted in mass civilian casualties and homelessness. The impacts of this conflict require large -scale support and aid assistance in re -building Gaza. Strengthening Humanitarian and Protection Assistance for Vulnerable Populations in the Gaza Strip aims to address the acute humanitarian needs that are consequences of IHL and International Human Rights (IHR) violations, affecting the most vulnerable communities, by strengthening protection mechanisms and disseminating evidence based advocacy. It will provide protection support to the most vulnerable in Gaza by addressing basic food, cash, and water needs. Key protection issues, such as gender based violence, will be addressed to enhance the overall quality of life in Gaza for the most vulnerable. In addition, preparedness and coordination mechanisms will continue between other organisations and actors. This proposed intervention will support Oxfam's influencing work to address the root causes of the humanitarian crisis in Gaza and the IHL and IHR violations. A grant will be given to fund work in Occupied Palestinian Territory and Israel (OPTI) to support programme staff to have improved skills and knowledge of feedback within their programmes and to be able to make changes and influence decision makers to respond to feedback more effectively. This will help deliver high quality programmes that use Information and Communication Techniques (ICTs) for their collection, management and reporting on feedback received from communities. The Your Word Counts project is committed to capturing learning and knowledge about ICT good practice. Regular check ins and adaptations will take place based on feedback from country teams. The methodology and the technology will be flexible to incorporate the knowledge and learning from each country. A yearly learning event will also seek to bring the country Monitoring Evaluation and Accountability and Learning (MEAL) staff together to share learning and discuss success and failures as well as improvements. Cash assistance to 50 vulnerable HHs leading small livelihood projects through Oxfam and MA'AN support since 2019. 4. Distribution of packages of protective materials to the 10 cooperatives to improve Covid -19 measures through the production process. 6. In Occupied Palestinian Territories (OPT), the crisis has exposed structural weaknesses in the social protection system, which is fragmented across a wide array of longstanding and project -based programmes. This action aims to enhance coordination across government and non -governmental actors and initiatives to increase programmatic coherence for multi -year planning and financing strategies, to unlock operational synergies and achieve efficiency gains, and to increase access to the administration for social protection applicant and beneficiary households as well as the general public, particularly among poor and vulnerable populations.
