Oxfam through its partner, LASOONA, launched a comprehensive Water Sanitation and Hygiene (WASH) response in Jalozai Camp in May 2012 providing emergency WASH services in phase 7 and 8 to date. The program will achieve this ultimate outcome through a holistic, multi -pronged and multi -generation approach to ending violence against women and girls. First, it will create an enabling environment to prevent violence against women and girls by engaging key, influential religious, community, private sector and political leaders as well as young men and women in advancing women's leadership, women's rights and the elimination of violence against women and girls. These community leaders and youth will act as champions of change, decreasing the social acceptability of violence and modelling positive behaviours within the social spheres in which they are most influential. Training will be undertaken for them to better understand the rights of women and girls, the different forms of violence, as well as the role they each must play in ending violence. Practical tools will be developed to ensure these actors are supported in their on -going efforts to model positive behaviours. With this particular approach, Women Leaders of Tomorrow (WLT) will unfold and promote range of opportunities for young girls to live their ambitions. The conceptual framework of this project is based on two things. Firstly, the project Girls Education Matters (GEM) successfully completed its year -wise 5th cycle in March 2015 and secondly, acute demand by the young girls, parents and communities of the Southern Punjab of Pakistan made Oxfam explore new ideas to respond differently to their needs and requirements. The proposed interventions are based on the needs identified in consultation with Provincial Disaster Management Authority (PDMA) and other stakeholders including the partner organization as well as success and learnings of the last year heatwave response conducted by the agencies. The proposed project will be implemented in 3 locations i.e. Karachi, Thatta and Umerkot by all the 4 member organizations. Oxfam and Muslim Aid will be focusing on Karachi while Africa Against Hunger (ACF) and Community World Service Asia will implement the project in Thatta and Umerkot respectively. This program focuses specifically on Small Medium Enterprise (SME) development; improved jobs; skills development for youth; climate change, and Life Skills. Policy and norms Youth will be co -creators and co -implementers. Through civil society partners, and close links with the private sector and government institute, we ensure that improved skills training is adopted within local structures and innovative social enterprises; unemployment is tackled through improved private sector practice, increased market access and new enterprise development; an enabling social environment is created through grassroots and mass media action. Climate change, resilience, gender and youth empowerment are mainstreamed. 70% of beneficiaries will be rural young women. Overall it aspires to economically empower the rural youth especially young girls by imparting the required soft and market led skills to engage in economic learning cycle. But in order to fulfil this aspiration we need to build the confidence of girls by imparting Life Skills Based Education which in turn will pave the path for economic empowerment. Additionally none of this is possible until and unless policy and practice level change is in place in both districts Jamshoro (Sindh) and Layyah (Punjab). The project will directly benefit 900 families in the targeted communities. This is approximately 5400 persons based on an average of 6 people per household. Beneficiaries will be supported through a range of capacity building and training activities that will enable them to better understand more sustainable rice production and marketing, provide them with increased confidence and leadership skills along with opportunities to come together in the shape of grower's organizations. The proposed project will establish a district Multi -Stakeholder Platform (MSP) as a starting point to partner with private sector actors and government to support development of quality standards for price estimation of sustainably produced raw rice crop. The MSP will take on the agenda of addressing inequalities which exist in the rice value chain related to the small holder women growers and workers in the targeted area of the project. Regarding the development of more sustainable rice farming practices, the project will bring together various experiences: growers, research institutes, government extension services, private sector actors, and build upon international rice sustainability guidelines like the recently developed Sustainable Rice Platform (SRP) standard. In Pakistan panchayat, faislo and jirga are the existing informal justice systems that work parallel with the formal justice system. However, these informal justice systems follow customary practices, are not formalized and usually do not follow basic human rights standards as given in the Constitution of Pakistan. This project will address the issue of Alternative Dispute Resolution (ADR) building on existing knowledge and available mechanisms. It will be achieved by building the capacities of local governments, CSOs, and Local Government (LG) academies in inclusive approaches. The project will strengthen coordination and networking between the different tiers of local governments, between the local governments and the provincial authorities, and between the local governments and CSOs. At local level project will build consensus amongst stakeholders on key issues and create spaces for dialogue to take place and improving the demand side by creating awareness amongst the target population to demand efficient and quality services and participate in decisions that affect their lives and most importantly involving women and other vulnerable groups in decision making. At the sub national level it will develop coordination and consensus amongst the LGs and sub national government to influence required policy change and on issues such as release of timely resources to the local governments for effective planning and also engage the sub -national CSO networks. This Outcome will be achieved through three inter -related Intermediate Outcomes. First (Intermediate Outcome 1110), the program will improve the management and sustainability of local women's rights organisations in Pakistan, particularly those representing vulnerable and marginalised women and girls. This pillar of the program focuses on organisational capacity building and will be achieved through two Immediate Outcomes: Strengthened organisational capacity of Women's Rights Organisations (WROs) to manage their own organisations and mobilise resources effectively; and Enhanced women's leadership capacity rooted in gender transformative values and practices. To support the Outcome related to organisational capacity strengthening, during the Inception Phase, local Pakistani WROs will be selected to participate in the project based on criteria developed by Oxfam. These criteria will respond to issues raised by WROs in proposal consultation exercises. Organisational capacity building will be offered to this group of WROs, based on self -identified needs determined using Oxfam's Organisational Capacity Assessment Tool (CAT), first developed in the Global Affairs Canada (GAC) funded Engendering Change program. From these assessments each participating WRO will develop a capacity building strategy reflecting their needs. Building on Oxfam's experience of capacity building with WROs, in collaboration with external organisational development expertise targeted specifically to the needs of WROs, capacity building processes and modules will be designed. Focus themes for modules are likely to include Resources Management and Mobilisation; Risk Assessment for WROs; Organisational Management and Strategic Planning; Gender Transformative Monitoring, Evaluation and Learning. This Outcome will be achieved through three interrelated Intermediate Outcomes. First (Intermediate Outcome 1110), the program will improve the management and sustainability of local women's rights organizations (WRO) in Pakistan, particularly those representing vulnerable and marginalized women and girls. This pillar of the program focuses on organizational capacity building and will be achieved through two Immediate Outcomes: Strengthened organizational capacity of WROs to manage their own organizations and mobilize resources effectively; and Enhanced women's leadership capacity rooted in gender transformative values and practices. To support the Outcome related to organizational capacity strengthening, during the Inception Phase, local Pakistani WROs will be selected to participate in the project based on criteria developed by Oxfam. These criteria will respond to issues raised by WROs in proposal consultation exercises. Organizational capacity building will be offered to this group of WROs, based on self -identified needs determined using Oxfam's Organizational Capacity Assessment Tool (CAT), first developed in the Global Affairs Canada (GAC) funded Engendering Change program. From these assessments each participating WRO will develop a capacity building strategy reflecting their needs. Building on Oxfam's experience of capacity building with WROs, in collaboration with external organizational development expertise targeted specifically to the needs of WROs, capacity building processes and modules will be designed. The confirmed case fatality ratio is still being assessed. As of 27th April, there have been more than 12,723 confirmed cases of COVID -19 in Pakistan, with 281 deaths reported. The estimated total population of Pakistan is around 220.89 million making it the fifth most populous country in the world with approximately two -thirds of the population residing in rural areas with no access to hospitals equipped to deal with coronavirus patients, or sometimes to any medical facilities at all. Owing to poor health seeking behaviours a weak health system in Pakistan, it is feared that the identified cases may be just the tip of the iceberg. Considering the impact of COVID -19 pandemic disaster impact, it is proposed that key measures be undertaken rapidly to prevent and contain the further spread of the infection in Pakistan. As duty of care for staff, partners, and vulnerable communities, large gatherings will be avoided through above mentioned outsourced channels where possible. A key consideration would be to adopt strategies which prevent panic and paranoia amongst the people and ensure safety of the targeted population. Climate change, resilience, gender and youth empowerment are mainstreamed. 70% of beneficiaries will be rural young women. Overall it aspires to economically empower the rural youth especially young girls by imparting the required soft and market led skills to engage in economic /earning cycle. But in order to fulfil this aspiration need is to build the confidence of girls by imparting Life Skills Based Education which in turn will pave the path for economic empowerment. The project focuses to achieve this ultimate outcome through a holistic, multi -pronged and multi -generation approach to ending violence against women and girls. First, it will create an enabling environment to prevent violence against women and girls by engaging key, influential religious, community, private sector and political leaders as well as young men and women in advancing women's leadership, women's rights and the elimination of violence against women and girls. These community leaders and youth will act as champions of change, decreasing the social acceptability of violence and modelling positive behaviours within the social spheres in which they are most influential. Trainings will be undertaken for them to better understand the rights of women and girls, the different forms of violence, as well as the role they each must play in ending violence. Practical tools will be developed to ensure these actors are supported in their on -going efforts to model positive behaviours. The project will include annual round tables and exchange visits to strategize long -term solutions and build momentum around prevention. In addition, the project will support key religious, community, private sector and political leaders to strengthen or change standards, legislation, and regulations. A comprehensive, context -specific baseline analysis will be undertaken in each project location. Ending Violence Against Women (EVAW) through Education entertainment project (R09289) will create will engage with students, their parents and faculty members through interactive theatre performances, radio broadcasts, social media posts, murals, and graffiti bringing about conscientious messages on Violence Against Women and Girls (VAWG) and Child, Early Forced Marriage (CEFM) in ways that are appealing and lasting. This Outcome will be achieved through three interrelated Intermediate Outcomes. First (Intermediate Outcome 1110), the programme will improve the management and sustainability of local women's rights organizations in Pakistan, particularly those representing vulnerable and marginalized women and girls. This pillar of the programme focuses on organizational capacity building and will be achieved through two Immediate Outcomes: Strengthened organizational capacity of Women's Right Organisations (WROs) to manage their own organizations and mobilize resources effectively; and enhanced women's leadership capacity rooted in gender transformative values and practices. To support the Outcome related to organizational capacity strengthening, during the Inception Phase, local Pakistani WROs will be selected to participate in the project based on criteria developed by Oxfam. These criteria will respond to issues raised by WROs in proposal consultation exercises. Organizational capacity building will be offered to this group of WROs, based on self -identified needs determined using Oxfam's Organizational Capacity Assessment Tool (CAT), first developed in the Global Affairs Canada (GAC) funded Engendering Change program. From these assessments each participating WRO will develop a capacity building strategy reflecting their needs. Building on Oxfam's experience of capacity building with WROs, in collaboration with external organizational development expertise targeted specifically to the needs of WROs, capacity building processes and modules will be designed. Focus themes for modules are likely to include Resources Management and Mobilization; Risk Assessment for WROs; Organizational Management and Strategic Planning; Gender Transformative Monitoring, Evaluation and Learning.
