Based in the districts of Mchinji, Lilongwe and Rumphi, the project will also improve the lives of more than 13,800 people1 (8,280 will be women and girls). By installing solar units and establishing irrigation sites, 500 farmers (300 will be women) will be trained on sustainable management of resources and use irrigation to improve their crops and increase production. Start -up solar power units will enable an additional 1,000 farmers (600 will be women) to start adding value to their produce and become linked to commercial buyers and reliable markets. A further 1,500 farmers (900 will be women) will develop small scale business enterprises using solar power. The project will focus on accountability, inclusiveness and responsiveness for development resources and results, and will address two issues: i) Abuse of development resources; and ii) Politicized Intra -District Allocation of Development Resources. It will mobilize communities and structures at district and community levels to engage in and influence the management and utilization of development resources in their local councils. It will also engage in national level initiatives by influencing the development of guidelines for intra -district allocation of development resources, and the devolution of the Local Government Development Budget as a key undertaking within the Public Sector Reform Programme under the Ministry of Local Government and Rural Development. The project will focus on accountability, inclusiveness and responsiveness for development resources and results, and will address two issues: i) Abuse of development resources; and ii) Politicized Intra -District Allocation of Development Resources. It will mobilize communities and structures at district and community levels to engage in and influence the management and utilization of development resources in their local councils. It will also engage in national level initiatives by influencing the development of guidelines for intra -district allocation of development resources, and the devolution of the Local Government Development Budget as a key undertaking within the Public Sector Reform Programme under the Ministry of Local Government and Rural Development. These structures will lead to reduction of neglect and escalation of SGBV cases. The project will further build the capabilities for boys/girls to challenge SGBV and defend their rights. Girls/boys lack capacity to challenge SGBV, defend & claim their rights. The project will bring about awareness of policies & legal instruments that protect girls from SGBV and lack of knowledge of what constitutes abuse lead to girls' silence and non -reporting of abuse. The project will further influence and advocate for the implementation of laws/policies related to girl's education. While Malawi has relevant laws, policies/programs promoting girls education, the implementation, enforcement and monitoring of such instruments is very weak. The project will endeavour to address this weakness. Finally the project will build the capacity of teachers/School workers to curb SGBV. The project shall contribute to pillars 2 and 3 in the Malawi 2020 Program. Pillar 3 of the Malawi 2020 program which desires to achieve significant progress towards living wage and the project will build upon Plantation Agriculture Workers Union (PAWU) recent efforts towards the payment of living wage including being recognised as voice of the tea workers and signing of Collective Bargaining Agreement (CBA). In order to achieve this, PAWU's capacity will be built to become an equal negotiating partner with the Tea Association of Malawi (TAML) on issues related to living wages and workers welfare. A central facet of this project on urban governance is negotiating the relationships among stakeholders. This will be facilitated by governance frameworks that encourage policy coordination at local and regional levels but also include the voices and participation of the poor such as the Development Planning Guideline for Urban Councils (2003). The project aims to provide enabling environments to analyse and debate and influence implementation of appropriate policies to bring about change in urban governance and development as it will connect key stakeholders and harness local knowledge. To deliver on this, the project will build on our ability to play a distinctive role in convening and brokering key relationships for change, to connect local -to -global agendas in an intelligent way, and to ensure communities are placed at the centre of our programming– as such these put Oxfam in a unique position to tackle the challenge of urban governance and development. The project will enhance analysis and expand an inclusive civic space that enables policy influencing and active citizenship in public finance management for great efficiency and cost reduction in public service delivery. Oxfam in Malawi will work with Economics Association of Malawi (ECAMA) and Lilongwe University of Agriculture and Natural Resources (LUANAR) through establishment of research teams to analyse available information and anecdotal case studies on PFM to propose viable policy options for public discussion and consideration at the appropriate level of decision making in public finance management system for better targeted policies and poverty reduction. The action will not focus not exclusively on PFM at central but also at local level by analysing available information and PFM trends in, ten districts of Rumphi, Mzimba, Dowa, Mchinji, Kasungu, Phalombe, Balaka, Mangochi, Zomba and Machinga. The program directly addresses the barriers that are hindering access to Sexual and Reproductive Health and Rights (SRHR) for adolescent girls and young women in program communities – particularly harmful social norms, traditional practices and taboos regarding sexuality; lack of adequate information on Sexual and Reproductive Health (SRH) services; and lack of decision -making power by women regarding their health and sexuality. In so doing, the program ultimately contributes to transforming gender inequality and discrimination, which are at the root of these barriers. This will be achieved by applying a three -pronged approach: (1) engaging adolescent girls and young women, men and boys, community -leaders and norm -setters to understand and transform discriminatory social norms through awareness raising leading to increased mobilization for greater SRHR for young women, including in schools (encouraging comprehensive sexuality education), to create a demand for comprehensive SRH services. Through this component the project will address issues of sexual and gender -based violence (GBV); including child, early and forced marriage (CEFM); early pregnancy; and female genital mutilation and cutting (FGMC) empowering women to be able to make reproductive health choices for themselves. (2) Strengthening the health system to deliver comprehensive SRH services including family planning, contraception, safe abortion and comprehensive post -abortive care and secondary prevention services for GBV. Beneficiary House Holds (HH) will receive messages of transfers into their selected mobile platforms every month. Beneficiaries will collect/withdraw cash/vouchers and redeem for food items at designated local shops and sign off to acknowledge redemption of the vouchers. Due diligence for selected retailers will be done and communities will be educated on the voucher process and how to redeem and guard against theft. Oxfam and its Partner will set up a complaints mechanism in the event of any challenges. The project will focus more on engaging at district and local level in the districts of Dowa, Salima and Dedza to find solutions to the problems related to insufficient resource allocation which the nutrition sector is facing. The experiences from these districts will be the basis for a thorough learning exercise with the involvement of a variety of stakeholders and guided by Oxfam.
