Food distribution is still the only way to respond to the needs of these target camps. Due to the fact that they are far from any safe local markets and that those camps are small and separated from each other, provision of unconditional cash grants proved to be inefficient and livelihood opportunities remain very limited. In addition, all camps have limitations for large scale gardening due to insufficient space, steep terrain, rocky ground or high elevation. Hence they remain highly dependent on external support for food. The support to food distribution (food aid) for a period of 4 months and 4 months for cash/voucher is anticipated to increase individual/household food intake, diversify households diet and increase the number of meals consumed per day for both households and individual members. This contestation goes to the heart of the governance challenge in present day Myanmar. With conflicting sources of public authority, a longstanding protracted conflict and a rapid but incomplete democratic transition, governance is in a state of flux and notions such as the social contract hold limited relevance as understood in mainstream governance literature. There is also evidence that "rights" per se, a fundamental concept to the notion of the social contract and accountability are understood in diverse ways by people in Myanmar. In addition, governance and conflict are intrinsically interwoven in Myanmar, with fragmentation of trust being a defining factor in both arenas. This raises the critical need to unpack peoples' notions of rights and expectations around accountability (from both the public and duty bearer sides) in order to better understand the spaces within which Social, Political and Economic Action (SPEA) for empowerment and accountability are happening. The overall objective will be to deliver research outputs that not only answer key Empowerment & Accountability (E&A) related questions in Myanmar but also facilitate a new model of governance programming that is iterative, adaptive and politically grounded. The project is also going to form farmers group and community forest user groups in the villages and applying land registration and Community Forest certification to secure their land and forest, at the same time improving their livelihoods based on their land and forest. Civil Society Organisation (CSO) networking group would be created by the project partners and local CSOs in Kachin for creating the platform between the government and community group for improving their law and policy discussion on gender, land and forest. The action has resilience building at its core since all activities are ultimately oriented towards building the awareness, knowledge, skills and capacity of institutions and communities vulnerable to disaster and conflict risks. The proposed activities will be conducted in vulnerable and disaster prone urban areas of Yangon and Mandalay, and in conflict affected and hazard prone areas in Rakhine State, directly benefiting 784,945 individuals and 65 organisations. Within these areas, the action seeks to strengthen local capacities to prepare for, cope and recover quickly from shocks caused by natural hazards and wider conflict risks within communities and to support institutions and the Government of Myanmar to manage disaster risk in line with local, regional and national policies and frameworks. This disaster preparedness approach will be reinforced and inter -linked through information sharing and awareness raising at both community, township, state and national levels. This multi -faceted approach to the complex challenges, risks and concerns within these communities will be addressed through locally driven responses that are by their nature and design participatory and inclusive. We have done a campaign in 2014 to increase women's participation in political leadership whilst women represents only 4% in the parliament after 2010 election. Ahead of the general election in 2020, we want to kick off a campaign for women's participation in leadership. TV talk show/ Social Media talk show - 4 - 6 different women leaders to talk about their life experience becoming a women leader and their perspectives on the importance of women's leadership based on their personal reflection - 2000 GBP (for filming + travel and accommodation for women leaders for filming+ social media boost) - We are trying to work as a partner with one of the broadcasting media which we do not need to pay for air time to broadcast our films. In Myanmar, there are 33 million facebook users whilst we have 51 million total population. So we can reach to our targeted audiences via social media better. We included Travel cost for women leaders because we want to cover women from different locations rather than only from Yangon. Engaging with Parties - We want to start engaging with parties to have more women candidates in their nomination to run for 2020 election. So we will do one on one meetings with some parties. 500 BGP Round -table Discussion with Women's rights activists - We will do a round -table discussion with like minded women's rights activists and Civil Society Organisations (CSOs) to plan for joint campaign across the country for women's political leadership including the mapping of power analysis and influencing targets. - 1500 GBP Re -production and distribution of advancing opportunities for a women music video - The campaign we did in 2014/15 was through a music video. Those are still aligned with current context and we think we can use them in our campaign ahead of 2020.
