GB-CHC-202918-IRQA32Oxfam GBOxfam is currently operating in the contested area of North Diyala/Garmian region, which experienced conflict with the Islamic State (IS) and a large influx of Internally Displaced Persons (IDPs) from the southern parts of the governorate. More specifically, Oxfam is working in the sub -districts of Qara Tapa and Jalawla, part of Kifri and Khanaqin districts, delivering assistance to conflict -affected communities. This project has taken into account all the limitations and immediate needs of conflict -affected populations (IDPs, host communities and returnees) and has conceptualized a number of interventions aimed at both, providing immediate access to income and supporting longer -term livelihood opportunities. All the interventions have been tailored based on the results of the livelihoods and CLARA assessments in order to minimize potential exposure of the beneficiaries to threats and violence. The main reason for prioritizing the intervention is because it seeks to work with the underserved populations of Internally Displaced Persons (IDPs) and Returnees in Northern Diyala. There is an immense gap in services provided by INGOs in Northern Diyala, and just a few humanitarian actors in a position to offer assistance to returnee households in areas such as Saadiya and Jalawla, with more focus on the north in Dohuk. Many organisations are confining their assistance to camps and the areas immediately around them and are not working in contested areas. Another key justification for this request is that the project will provide cash support to extremely vulnerable Returnees and IDPs to help them meet their basic needs. Many Returnees are trying to make ends meet in communities where major assets have been destroyed and severely damaged, and livelihood opportunities are non -existent. Several IDPs have now been displaced for more than a year, and as such are facing a diminishing ability to provide for themselves because livelihood opportunities are limited, and their personal resources are being depleted. With many IDPs living in rented accommodation, and having no access to their previous livelihoods, they are beginning to exhaust what money they have, and to engage in negative coping strategies like selling livestock and their other limited assets. The reality for many of the IDPs is that they either do not even have assets with them to sell, or have sold them already, so instead have reverted to borrowing money from already stretched family members, and to reducing the size and frequency of meals. With access to their own income, this will change women's role from a dependent to a provider, and improve their status within the home. In turn, this will address the power dynamics that continue to drive Gender Based Violence/Sexual and Gender Based Violence (GBV/SGBV). Where possible, Oxfam Iraq will also promote and favour collective initiatives that bring women together. Additionally Oxfam will partner with local organisation to ensure that the project is community driven, and is sensitive to the context. Where possible, the beneficiaries will shape the structure of the project; for example, the final capacity building session under Output 1.1.2 will be chosen by the participants. The peer educators will be offered support through Oxfam and Iraq Al -Amal Association (IAA), but will have flexibility to shape their own session so that they can share information in a way that suits them and their participants. Using Oxfam's Vulnerable 2 Viable (V2V) and Gender Enterprise and Markets (GEM) approach, this project will focus on livelihoods to increase access to income opportunities. This will include an initial household, market analysis and livelihood assessment, support for, marketing, as well as Cash for Work for rehabilitation of public infrastructure (health centres, schools, playgrounds etc.), vital water and sanitation systems and provide additional short -term income opportunities for the most vulnerable households (especially for families who are returnees and Internally Displaced Persons (IDPs). The project also aim to strengthen local government and civil society structures through physical rehabilitation of WASH facilities and training; improved social cohesion is developed through the establishment of links between communities and local authorities and promotion of civil society participation in rehabilitation and recovery efforts at the local and provincial levels. While the current international attention is on the north of the country as the Mosul response is taking place and many people are still suffering because of challenging returning process. There are emerging hotspots in South -Central Diyala where tensions are at rife. In this context, Oxfam proposes to respond to the acute WASH needs of the IDPs, returnees, and remainees in South -Central Diyala. Oxfam aims to rehabilitate the water systems, improving solid waste management through various solid waste management activities, supporting public institutions clearing from accumulated domestic solid waste, improving WASH in PHCCs (Primary Health Care Centres), improving health and hygiene practices through hygiene promotional activities and provision of hygiene items. The revitalization of the agricultural sector in Ninewa could meet the increasing need for food security and reduce dependency on imports, as well as generate inclusive job opportunities for women. Oxfam aims to build resilience in conflict -affected areas by supporting the recovery of lost and damaged productive assets and minimize further risks to income generating activities for Households (HHs) affected by the COVID -19 and protracted crises, through distributing small grants (800 to 1000 Euro) to 586 HHs, providing agricultural and livestock support and creating temporary job opportunities through cash for work activities. Oxfam will also support the most vulnerable households with access to hygiene supplies, protection services and enhance peaceful co -existence activities through strengthening Iraq's existing social protection floor by complementing existing social welfare schemes and advocating for sustainable improvements in such systems. Oxfam's one Program approach means that this program, which is predominantly a first -line response targeting immediate needs, will lay the foundations for longer term projects, when the context allows. Oxfam will link project participants to relevant employers through on -the -job training, post -graduation job placements, and/or informal engagement sessions. The most important activity will be the development of a curricula for the targeted sub -sector(s), which will be developed according to real market needs and job opportunities. This will ensure enrolled graduates develop relevant skills that can be applied in the labour market. Moreover, Oxfam will provide start -up kits for participants to excel in their new job placements or establish their own businesses. 2) Technical and financial support for business expansion, re -start, or launch: Evidence from past Oxfam projects suggest that business grants are an effective way of supporting conflict -affected individuals to immediately restore their income -generating options. This approach also supports greater innovation within livelihoods interventions, as businesses are more confident taking small risks. Business grants will be complemented with business management training to build individual capacities and business literacy. March 2025GB-CHC-202918-IRQB42Oxfam GBThe project's implementers, including Action Against Hunger (ACF), Oxfam, their project teams in Iraq as well as local partners, will provide technical assistance and capacity building to agricultural producers, value chain actors, government stakeholders and community leaders in targeted communities across four governorates, who will ultimately contribute to and benefit from increased equitable and sustainable food security. 600 (180f, 420m) smallholder farmers will be supported with trainings and inputs under the project, and 3,000 (1,470f, 1,530m) community members will be directly targeted through behavior change in climate change mitigation approaches. Additionally, 120 (59f, 61m) pastoralists will be supported with livestock management services. An additional 3,540 (1,735f, 1,805m) community members will be provided capacity building and infrastructural support in water management for irrigation purposes. 210 (63f, 147m) individuals will be directly reached through awareness raising activities at the community level, on women's economic empowerment, unpaid care work, and other related barriers to women's participation in the identified agricultural value chains, and in climate governance. An estimated 9,922 (4,481f, 5,441m) community members, across the four targeted governorates, will be indirectly reached, through awareness raising campaigns via radio shows, on issues that are prohibiting women's economic empowerment, as well as awareness on climate change. As part of OXFAM partnership approach, a joint assessment of needs of the association will be done. There is two elements of the assessment identify organisational capacity strengthening needs and identify and providing their equipment and tools needs. So, the association is able to provide local farmers with regular guidance, services and support through the organization and delivery of trainings and awareness workshops. The association will also lead to organize networking events with all the value chain actors to create linkages with traders from the private sector. A training will be delivered (3 -5 days) by the relevant experts in the topics of networking, linkages legal and financial systems of associations and access to finance modalities and planning (saving groups and revolving funds). This capacity building trainings will be strengthening the association to better organize the sector of dairy farming and become able to increase their collective bargaining power and improve their linkages with the dairy processors and resources. In coordination with Oxfam the farmer's association for dairy producers, will select 150 farmers among the milk producers in AlHamdaniyah to receive a 3 day training on the topics of dairy farming best practices, feed management, and disease prevention for increased milk production. Participants will also receive a practical manual that includes information relevant to feed formulations, vaccination calendars, prevention techniques and early detection for diseases and diagnosis. The training will also introduce the farmers to the association and present its role and plan of action for the dairy sector. The 250 farmers that received the training will receive either direct support or vouchers for veterinary services and feed supplements. The funding cuts impacted both international NGOs (INGOs) and national NGOs/CSOs, particularly in crisis -affected regions such as Iraq. Oxfam Iraq, through the Meditor Trust funded Iraq Civil Society Solidarity Fund (ICSF), is responding to these drastic cuts, which pose a severe threat to the continuity of essential services and core operations for the local civil society organizations (CSOs). The sudden loss of funding has resulted in several immediate challenges, including project suspensions, reduced service delivery, heightened financial instability, and large -scale layoffs. Many organizations now face difficult decisions regarding staff retention, beneficiary support, and long -term sustainability. To mitigate these impacts, the ICSF provides small, flexible, one -time grants to the local CSOs affeceted by US funding cuts. These grants aim to help organizations bridge funding gaps and maintain operational stability during this crisis. By offering transitional targeted support, the ICSF ensures that vulnerable communities continue receiving assistance while improving the preparedness efforts enhancing the resilience of local CSOs for long -term development phase. The Iraq Civil Society Fund ICSF is rooted in a commitment to strengthen local ownership, accountability, and inclusive decision -making within civil society.
