The project seeks to achieve this goal through three objectives. The first one is to "increase availability of accessible information on Metropolitan Municipal and District Assemblies (MMDAs') capital development project performance in 100 districts". The second objective is to "increased use of citizen -generated information on MMDA capital projects in 50 Social Accountability (SA) districts". The last objective is "strengthened Civil Society Organisation (CSO) and citizens' capacity to monitor MMDAs' capital development projects in 50 SA districts". Project strategies/intervention areas will involve Capital project monitoring, public information and advocacy campaigns and CSO capacity building. Under capital project monitoring (social and public), the GSAM project supports CSOs and local citizens to regularly monitor and gather information on the planning and construction of selected capital development projects of 50 district assemblies based on their Annual Development Plans. The information gathered will be used to assess the District Assemblies (DA's) performance in capital project implementation. Under public information and advocacy campaigns, the GSAM project empowers citizens to engage with their local authorities to demand improved performance, through information dissemination and creation of opportunities for citizen engagement with the DAs on their performance in capital project implementation. Under CSO capacity building, the GSAM project enhances the capacities of local CSOs and citizens to effectively carry out oversight of MMDA capital development projects using social accountability methodologies and Information and Communication Technology (ICT) tools. More specifically, there would be several major activities. Firstly, there would be a conduct of a training for local level legislators (sub -committee members ) on petroleum governance looking at various laws; community rights and engagement; environment; local content and gender issues. Others would focus on women empowerment and gender training targeting only women and would centre on equipping them with knowledge and experiences of industry players. Learning and exchange sessions would be held for Community Environmental Monitoring and Advocacy Groups (CEMAGs), partners and academia for networking and advocacy purposes. To consolidate Oxfam's efforts around value -for -money, efforts would also be seen around open contracting, advocacy around extractive resource revenue management. To connect local -to -national advocacy to regional work, the project would facilitate the conduct of inter -Civil Society Organisation (CSO) and private -sector exchanges, sharing and research work. The overall aim is to promote dialogue; ensure government answers to citizen's needs and rights to resource revenues as well as to national commitments to regional and international commitments. To follow up on election campaign promises by government in 2016, the Extractive Industriies (EI) programme seeks to initiate interventions that would engage government through the youth to ask the right questions about the status of implementation of public commitments including the passage of laws on anti -corruption and mineral revenue management. Central to this project would be to further the agenda on livelihoods through the ‘year of agric' initiative that seek to highlight and protect women and youth livelihoods particularly in host mining communities. It will make extensive use of new media and other technological tools to mobilize the youth in particular to pursue accountability for public resources. Women and youth constitute a larger proportion of economic actors in the rather very large informal sector of the Ghanaian economy and will thus be key targets to lead the peer learning and knowledge transfer for fiscal justice under this initiative. . They will be given a voice, and in collaboration with expert Non Governmental Organisation's (NGO's) and think tanks and other stakeholders, come up with concrete suggestions for implementation of transparency and anti -corruption legislation in the oil and gas sector – to encourage the government to adopt improved policies. In continuing the quest for greater accountability for public expenditure in Ghana, Civil Society Organisations (CSOs) continue to focus on the significant reforms that have cumulatively improved public finance management over the last year, ensuring their effective and transparent implementation. Over the course of the program, accountability and transparency will be sustained by continually reviewing hard won reforms and maintaining a dialogue that involves CSOs and provides a continual loop for government's activities to be monitored by relevant stakeholders at local and national levels. Oxfam will strengthen CSOs and civil society (broadening existing partnerships to include women led organisations and those with mandates to increase the participation of youth) advocates for better management of public finances, particularly through increased and more effective domestic revenue mobilization while continuing to encourage equitable redistribution of public resources. The main issues it addresses include; gender -specific barriers for women's participation in the economic growth, legal and social barriers to women's economic growth, time -poverty of women, reduce unpaid work burden on women, lack of access to business and leadership skills etc. The project is on top of the agenda rising up to the challenge of addressing barriers to women economic empowerment in Ghana. In Ghana, women make up over 40% of the agricultural labour force — a figure that is likely to become even higher as men increasingly exit farming and head to other forms of employment (Oxfam, SIWEE — Internal report for the inception research in Ghana, 2017). Yet women face many complex barriers, such as prohibitive social norms or restricted access to productive resources, patriarchal structures, the traditional division of labour at the household level and lack of education for women (Vignera and Holmes, ODI, 2009). As such, in this intervention Oxfam alongside its civil society, governmental and corporate partners will take a systemic approach to tackle the barriers women face seeking to increase the agency and leadership of women to be economically empowered through multiple entry points. This means working collaboratively across stakeholders (women's rights organizations, governments, private sector, civil society, primary change agents, etc.) bringing together the strengths and areas of influence of all these actors to create changes which are transformational in nature and will shift attitudes and behaviours across the agricultural sector in promotion of women economic empowerment (WEE). The aim of this engagement is to help improve domestic revenue mobilization (DRM) efforts in the country. These engagements were organised under the Ghana Tax Dialogue Project (GHAB10). Building on the phase 1 (The Tax Dialogue) of Oxfam's tax work in Ghana, this (second phase) aims at contributing to increased transparency, accountability, and performance of government tax revenue through active citizenship and civil society engagement and oversight by end of 2023. It will draw from our experiences on similar projects implemented under the Oil for development programme which gained some successes. First, a system developed to monitor the performance of some selected oil companies, particularly in their commitment to gender and local content issues. Further, the monitoring system designed, dubbed ‘'Nortrack'' would be used as a basis to stimulate public interest and discussions in the media, radio and television. This is aimed at engaging the public on the results of the tracking and get them involved in discussions to influence companies' policy and practice. To bring communities' perspective to our value for money audits, audio -visual evidence would be produced from communities housing oil funded projects on their views and concerns as beneficiaries of oil -funded projects, collated and used to engage with policy makers for practice change. This aims to enhance the involvement of community people, especially women, youth and other marginalised groups by project executors at project design stage to meet the needs of communities as beneficiaries. Again, from our efforts on social accountability at the subnational level, we would draw from successes and lessons from our ‘'Shama Model'' to design a tool with which the Government would be engaged for possible adoption as an accountability system at the local government (District) level. Additionally, in our efforts to influence policy in the extractive sector, the project seeks to leverage on existing powers bestowed on traditional authorities in Ghana. More specifically, there would be several major activities. Firstly, there would be a conduct of a training for local level legislators (sub -committee members) on petroleum governance looking at various laws; community rights and engagement; environment; local content and gender issues. Others would focus on women empowerment and gender trainings targeting only women and would centre on equipping them with knowledge and experiences of industry players. Learning and exchange sessions would be held for Community Environmental Monitoring and Advocacy Groups (CEMAGs), partners and academia for networking and advocacy purposes. To consolidate Oxfam's efforts around value -for -money, efforts would also be seen around open contracting, advocacy around extractive resource revenue management particularly the mineral revenue management bill. To connect local -to -national advocacy to regional work, the project would facilitate the conduct of inter - Civil Society Organisation (CSO) and private -sector exchanges, sharing and research work. The overall aim is to promote dialogue; ensure government answers to citizen's needs and rights to resource revenues as well as to national commitments to regional and international commitments. To follow up on election campaign promises by government in 2016, the Extractives Industries (EI) programme seeks to initiate interventions that would engage government through the youth to ask the right questions about the status of implementation of public commitments including the passage of laws on anti -corruption and mineral revenue management. Central to this project would be to further the agenda on livelihoods through the ‘year of agric' initiative that seek to highlight and project women and youth livelihoods particularly in host mining communities. The campaign issues to be addressed include but not limited to: access to social protection, agriculture aid effectiveness, national food security policies, increase public and private investment in smallholder agriculture, land rights and national climate change adaptation and agriculture plans. The project will contribute to the Programme Implementation Plan (PIP) outcomes by catalysing increased quantity and quality of public and private investment in agriculture in order to secure, improve and sustain the productivity, resilience and well -being of women and other smallholder farmers, their households and communities in Ghana. It further aims to consolidate, leverage, and enhance the impact of commitments made by government and donors in support of smallholder agriculture in Ghana and beyond. The project will empower women and other smallholder producers' organization, civil society and media with skills to influence and challenge policies and practices that affect them. The main issues it addresses include; gender -specific barriers for women's participation in the economic growth, legal and social barriers to women's economic growth, time -poverty of women, reduce unpaid work burden on women, lack of access to business and leadership skills etc. The project is on top of the agenda rising up to the challenge of addressing barriers to women economic empowerment in Ghana. In Ghana, women make up over 40% of the agricultural labour force — a figure that is likely to become even higher as men increasingly exit farming and head to other forms of employment (Oxfam, System Innovation for Women's Economic Empowerment (SIWEE) — Internal report for the inception research in Ghana, 2017). Yet women face many complex barriers, such as prohibitive social norms or restricted access to productive resources, patriarchal structures, the traditional division of labour at the household level and lack of education for women (Vignera and Holmes, Overseas Development Institute (ODI), 2009). As such, in this intervention Oxfam alongside its civil society, governmental and corporate partners will take a systemic approach to tackle the barriers women face seeking to increase the agency and leadership of women to be economically empowered through multiple entry points. This means working collaboratively across stakeholders (women's rights organizations, governments, private sector, civil society, primary change agents, etc.) bringing together the strengths and areas of influence of all these actors to create changes which are transformational in nature and will shift attitudes and behaviours across the agricultural sector in promotion of women economic empowerment (WEE). Currently, there exist only one data set for Ghana on inequality, produced in 2015 using 2012 data by the Commitment to Equity(CEQ) Institute. To meet Ghana's obligation under the indicators for this goal (SDG10.4.2), more groundwork needs to be done to mainstream the methodology within government, while also mobilizing civil society. This project will leverage the Ghanaian government's adoption of a SDG framework for the national budget and economic policy. A media fellowship component will be attached to the partner organizations at national (ACEP, MFWA)) and subnational levels (Friends of the Nation, Norsaac) and a flexible fund will be set up to provide grants for investigative journalists to pursue promising stories.
