Phase 2</narrative></title><description type="1"><narrative>Meso -scale Insurance for Disaster Readiness and Recovery (MINDER) Project II shall use the following theory of change presented in the following page. In essence, it seeks to make local communities resilient as an outcome, with the goal of using local insurance/risk transfer as a means of ensuring financial resilience. Risk transfer or local insurance here is sought as an instrument to absorb the shock of economic loss by a local government in the aftermath of a disaster. Without such a financial instrument, local government will have to absorb or shoulder the financial burden of recovery by dipping into its local Disaster Risk Reduction (DRR) funds. Absorbing the said loss and damage is termed as risk retention. Hence, based on the following theory of change, MINDER Project II seeks to assist local governments in tilting the financial burden by shifting it to external sources of financing thru risk transfer mechanisms such as insurance.</narrative></description><participating-org ref="GB-CHC-202918" role="3" type="21"><narrative>Oxfam GB</narrative></participating-org><participating-org ref="" role="1" type="21"><narrative>Oxfam America</narrative></participating-org><participating-org ref="GB-CHC-202918" role="1" type="21"><narrative>Oxfam GB</narrative></participating-org><participating-org ref="GB-CHC-202918" role="4" type="21"><narrative>Oxfam GB</narrative></participating-org><activity-status code="3"/><activity-date iso-date="2019-12-15" type="2"><narrative>start-actual</narrative></activity-date><activity-date iso-date="2020-11-30" type="4"><narrative>end-actual</narrative></activity-date><contact-info type="1"><organisation><narrative>Oxfam GB</narrative></organisation><department><narrative>Supporter Relations</narrative></department><person-name><narrative>Supporter Relations</narrative></person-name><telephone>+44 (0) 1865 47 3727</telephone><email>enquiries@oxfam.org.uk</email><website>http://www.oxfam.org.uk/</website><website>http://policy-practice.oxfam.org.uk/</website><mailing-address><narrative>Oxfam House, John Smith Drive, Oxford, OX4 2JY</narrative></mailing-address></contact-info><recipient-country code=""><narrative/></recipient-country><recipient-region code="789"/><sector code="3" percentage="100" vocabulary="99"><narrative>Life and Security</narrative></sector><budget type="2"><period-start iso-date="2019-12-15"/><period-end iso-date="2020-11-30"/><value value-date="2020-04-01">23597</value></budget><transaction><transaction-type code="1"/><transaction-date iso-date="2020-03-31"/><value value-date="2020-03-31">17888</value><description><narrative>Income Spent January 2020 -
